Each January, the state budget process begins when the Governor files her spending plan for the Legislature’s consideration. Today, Governor Maura Healey released her FY27 H2 budget, and Mass Cultural Council is deeply grateful that it includes a 5% increase to the Agency’s operating budget, bringing our proposed total to $27,348,072.
If enacted, this would be the highest operating budget in Mass Cultural Council’s history. At a moment of real fiscal uncertainty, when budget conversations are expected to be especially challenging for policymakers, the Governor’s proposal stands as a powerful affirmation of the value of creativity, culture, and the people who make Massachusetts such a vibrant place to live, work, and visit. It reflects both a strong vote of confidence in Mass Cultural Council and a clear recognition of the cultural sector’s importance to the Commonwealth.
The cultural sector is a vital engine of the Massachusetts economy, generating nearly $30 billion in spending and activity, supporting more than 130,000 jobs, driving tourism, revitalizing downtowns, and fueling innovation in every region of the state. Artists, cultural organizations, and creative workers are not only central to our quality of life; they are economic contributors and problem-solvers whose skills are increasingly valued by employers across industries. Governor Healey’s proposed investment recognizes a simple truth: strengthening the cultural sector strengthens Massachusetts as a whole.
With these additional funds, Mass Cultural Council would deepen its equitable investments in communities, creative individuals, and cultural organizations across the state. We would continue to build and expand cross-sector partnerships, connecting culture with education, healthcare, workforce development, housing, and beyond, to unlock new economic opportunities and amplify impact. As the budget process continues, we look forward to working with the Legislature to secure this appropriation and remain inspired by this bold commitment to creativity, equity, and a thriving Massachusetts economy.

Next Steps in the State Budget Process
- The House and Senate Committees on Ways & Means typically hold joint hearings on H2 throughout March; Mass Cultural Council will be asked to testify at one of these hearings.
- The House of Representatives debates its budget in April, followed by the Senate in May.
- Any differences between the two budgets are negotiated by a Conference Committee.
- Once approved by both Chambers, the final budget is enacted and sent to the Governor for review and approval.
Fiscal Year 2027 begins on July 1, 2026.
